'TOL LAND SIZE INCREASE DID NOT FOLLOW PROCEDURE' By Ilham Rizal .Taken From Borneo Bulletion in October 22, 2009

The High Court yesterday saw the prosecution bringing in the 13th and 14th witnesses - land officers of the Brunei-Muara District Land Office at the time of the alleged corruption between former development minister Pengiran Indera Wijaya Pg Dato Dr Ismail and Wong Tim Kai, the managing director of TED Sdn Bhd.
The witnesses testified that the TOL (Temporary Occupation Licence) land application by Pehin Kapitan China Dato Lim Teck Hoo on behalf of TED Sdn Bhd was approved for 1.3 acres and that an appeal was later made for an increase in size.
TED Sdn Bhd eventually asked for five acres of TOL land.
According to the testimonies, the earlier application for TOL land had been approved and the process came through the TOL land committee. But the five-acre TOL land was later granted by the then Minister of Development himself without going through the normal screening procedure with the TOL Land Committee for an industrial TOL land site.
The 13th witness - a land officer at the Brunei-Muara District Land Office from Sept 1991 to Sept 1993, only witnessed the application of TOL land in Kg Mulaut halfway, and the duties of processing the application was taken over by the 14th witness, Awg Hj Mohd Gazalin bin Pengarah Hj Mokti, a land officer at the same office, in September 1993.
In his statement, the 14th witness recalled being requested by the Confidential Clerk of the Commisioner of Land on June 27, 1994 to attend a meeting the following morning at the minister's office to discuss TED Sdn Bhd's appeal for TOL land at the Mulaut Industrial Site to have the total land size increased from 1.3 acres to five acres.
The witness also confirmed that a meeting was held at the time and date informed at the minister's office, and that it was attended by representatives from the Ministry of Development, Land Office and the Department of Town and Country Planning.
He added that he also took down notes on points of the meeting.
"According to the notes and my memory, the Minister of Development during the meeting instructed the Land Office to allocate TED Sdn Bhd with the original size of five acres on the grounds that the company was capable of developing the five-acre area and of constructing a road to the new site, and that the other approved developers nearby to TED Sdn Bhd's site could use the road," the 14th witness said in his sworn statement to the High Court.
"The Minister of Development also instructed the Land Office to discuss with the Department of Town and Country Planning the allocation of a suitable site to be given to TED Sdn Bhd."
Memorandums on the minister's instructions for the five-acre TOL land to be granted to TED Sdn Bhd were circulated to the Commissioner of Land and the Commissioner of Town and Country Planning.
Awg Hj Gazalin also recalled seeing in November 1994 the application for five acres of TOL land in Mulaut attached with a plan signed by Wong Tim Kai on behalf of TED Sdn Bhd. He said he thought the proposed land was outside the original scheme for industrial TOL land at Mulaut.
Following the minister's instructions to approve TED Sdn Bhd's appeal for five acres of TOL land for the storage of the company's heavy equipment and machinery and other industrial machinery, the declaration/agreement was signed by Wong Tim Kai and witnessed by a Senior Land Officer in December 1994, the witness said.
Awg Hj Mohd Gazalin also told the court that the earlier approval of 1.3 acres given to TED Sdn Bhd by the TOL Committee was chaired by the then Permanent Secretary at the Ministry of Development, while the five-acre TOL site was not submitted to the TOL Committee for consideration.
The High Court trial will be hearing further testimony from the 14th witness on Saturday, October 24.

LIFE MADE EASY WITH DST COUNTER AT POST OFFICE by Amin Hosni. Taken from Borneo Bulletion in October 22, 2009

Convenience and customer-friendly service are the ultimate goals that service-providing organisations strive to achieve, be it the private or public sector.
With this in mind, the Department of Postal Services and DST Communications Sdn Bhd (DST) signed a contract that, as of yesterday, allows DST Prima registered customers to pay their monthly bills at post offices located in all four districts.
The availability of DST bill payment counters at post offices adds to the numerous payment counters of other agencies that include electrical, water, land transport (renewal of driving licence) and TelBru, making life easier for members of the public.
The signing ceremony was held at the Bunut Post Office and saw Acting Permanent Secretary at the Ministry of Communications Hj Mahmud bin Hj Daud as the guest of honour.
Signing the contract on behalf of the government was Postmaster General Hj Abdul Kadir bin Tengah, while Corporate Development Officer Hj Marsad bin Hj Ismail represented DST.
In his speech, Hj Abdul Kadir said the launch signifies a joint commitment between the management of the Postal Services Department and DST for continued cooperation at every service level with the main purpose of providing convenience to the public and stakeholders.
Hj Abd Kadir noted that as a government agency with goals of providing the best services to the public, the Department of Postal Services is very committed and will continue to provide a more efficient and systematic marketable service for the convenience of the public and stakeholders.
"The Ministry of Communications' vision of 'excellence in communication' is a challenge in terms of becoming a highly efficient business centre, thus, a public-private partnership is essential," said Hj Abdul Kadir, adding that competition no longer tops the agenda, but more importantly, it is the cooperation between two institutions that will be more beneficiary for both parties.
The Postal Department said the move is part of its objectives in creating postal counters (post offices) as the centre, where numerous bill payments can be made for public convenience, especially for those living in rural areas such as Labi, Telisai and Lumut.
With the availability of the service, the public is able to make DST bill payments while at the same time make water or electricity payments at post office counters.

Distribution of Zakat funds for poor and debt-ridden

By Waleed PD Mahdini

According to previous figures cited, the total collection of Zakat as of 2004 stood at $239,631,073. But five years on, figure must have increased.

The distribution of the Zakat funds comes under the responsibility of the Islamic Religious Council, which directly assesses, manages and distributes the funds. As such, with the staggering amount that was cited way back in 2004, the Islamic Relgious Council has a huge role and responsibility to ensure that the Zakat funds are completely, fairly and systematically distributed to every single member who falls within the six categories of the poor, as prescribed by Islam.

Islam advocates that there are six categories that are entitled to receive the Zakat funds, which include the poor community (Fakir Miskin), tithe collectors, Muslim converts (Muallaf), the redemption of slavery, Fisabilillah, Ibnus Sabil and debt-ridden families (al-Gharimin).

The first female recipient of Southeast Asia (SEA) Write Award for Brunei Darussalam in 23 years, Hjh Norsiah Hj Abd Ghafar or Norsiah, left for Bangkok, Thailand yesterday evening to receive the award with recipients from other countries in the region.

She is receiving the award based on her collection of short stories "Tsunami Di Hatinya" published by DBP this year.
The DBP director in an interview said she was happy to see Norsiah as the first female recipient of SEA Write Award, which had been dominated by male recipients since Brunei sent its first writer - Dato Paduka Hj Muslim - to accept the award in 1986.
"I am very happy because female writers in Brunei can now share the stage with the best writers of the country.
"I hope it will inspire other female writers to do the same in future," she said.
She said writers are important to a society as they usually incorporate the local culture and lifestyle in their writings, so foreign readers may find this interesting.
She added writers advertise their country, its philosophy and vision through their writings.
"The young generation of this country will not know about the culture and lifestyle of their ancestors decades ago without writers describing them in their books.
"I hope from now on reasons associated with (lack of) female writers such as child-bearing and looking after their families could be erased as they should try to find free time to write and be on par with male writers here," she said.
While in Bangkok, Hjh Norsiah will be busy attending various events and activities related with SEA Write Award - entitled SEA Write Week - culminating in a Gala Night where she and recipients from other countries in the Asean region will accept their awards from a member of Thailand royalty at the Royal Banquet Hall, Oriental Hotel.

CELEBRATING 50 YEARS OF BAHASA MELAYU By Farah Ahmadnawi. Taken from Borneo Bulletion in October 1, 2009

The Brunei Language and Literature Bureau yesterday organised a special lecture marking the 50th anniversary since 'Bahasa Melayu' was declared as the official language in the Brunei Darussalam 1959 Constitution.
Held at the Brunei Language and Literature Bureau in Berakas, the lecture was attended by the bureau's former directors and personnel.
The talk was delivered by Dato' Haji A Aziz Deraman, the former head director of Brunei Language and Literature Bureau, who presented on the topic 'Language policy and strengthening attitude of the language: Malaysia Experience'.

FIGHTING 'ROJAK'MALAY SPELLINGS By Azaraimy HH .Taken from Borneo Bulletion in October 1, 2009

Correct Malay spelling competition in Short Messaging Services (SMS) is one of the unique competitions that is being organised to encourage Bruneians to make greater use of the language with 'technical' accuracy.
For instance, 'mother' should be spelled in SMS as "mama" and not "ma2", or the word 'you' should be spelled in SMS as "Kau" and not "Ko", or the word 'if' should be spelled as "Kalau" and not "Lau", or the word 'close' should be typed as "Tutup" and not "2tup" or the word for 'door' should be typed as "Pintu" and not "Pin2", or the word 'maybe' should be spelled as "kali" and not "X".
Acting Director of the Language the Literature Bureau, Hajah Aminah bte Haji Momin said there are instances where children and young adults who have adapted to the habit of spelling words that way have come to a point where they have become unaware or forgotten or unable to tell the differences on the correct way of spelling when composing letters or answering exam questions.
"Such is the danger if this problem is not addressed now," she said during a press conference yesterday to announce the number of activities that are being organised in conjunction with the Golden Jubilee - 50th anniversary - of the Malay Language as the official language instituted by the Brunei Constitution 1959.
Another related and significant development is the upcoming launch of Microsoft Office Vista and Office in 'Bahasa Melayu'.
This project, instead of eliminating the 'annoying' red lines while using MS words or other MS productivity tools, will compliment the effort of promoting as well as safeguarding the language, it was understood.
The activities that are being organised by the Language and Literature Bureau to empower the language include Letter Writing Competition in cooperation with the Postal Service Department, Radio Quiz in cooperation with RTB, speech making (pidato) competition in cooperation with the Department of Information, correct Malay words spelling competition in SMS in cooperation with DST Com, International Congress on the Malay Culture, mini exhibition at the LLB and special lecture.
All the activities that are being organised, said Hajah Aminah bte Haji Momin, are important to recognise that the nation's independence was partly achieved with the idealism of the country's written constitution 1959, either as an ideology or as a philosophy of the Malay Islamic Monarchy or even on the nationalism perspective.
Hajah Aminah said some of the current challenges faced by the Malay and Literature Bureau, in its effort to safeguard the language from being distorted, is the emergence of technology.
"... And with the current issue of the 'rojak' (cross breed or coded) Malay language, how can we claim the Malay language as a national language if our own generation is not adapted to use the language 100 per cent correctly," she asked.
"That is why the media (TV, radio, newspaper, text books etc) play a pivotal role in generating Bruneians who are heedful or cognizant with their language. If we continue to 'rojak' our Malay language in our media, the new budding generation will wrongfully believe that the language is acceptable," she said.
"If that happens, then where will the official language stands?" she asked.
The Language and Literature Bureau is one of the government departments under the Ministry of Culture, Youth and Sports.
It was first established in September 16, 1961 when the State Legislative Council approved the setting up of a Language Board in order to inspect matters related to the development of the Malay language as a state's official language.
The Language Board was set up to implement the Chapter 82(1) of the 1959 constitution.
The department is responsible for language and literary development and propagation, cultural research and documentation and book publication besides providing library services all over the country.
As the name Language Board was thought to be inappropriate, it was later changed to Language and Literary Section under the jurisdiction of the Education Department.
On January 1, 1965, the Language and Literary Section was separated from the Education Department. It became a new department known as Dewan Bahasa dan Pustaka (Language and Literature Bureau).

S'POREAN JAILED 14MTHS FOR BRIBERY by Ignatius Stephen (Taken from Borneo Bulletin in September 10, 2009)

Forty-six-year-old electrical contractor Dong Sui Hung who was in a hurry, will now have to stop over for 14 months here as he will be going nowhere for the time being.
Dong, a Singaporean contractor who has lived in Brunei for more than 40 years, will have to spend 14 months in jail as the price for his impatience.
He was convicted for corruption by Senior Magistrate Faisal Pehin Kifi in the Bandar Seri Begawan Magistrates Court yesterday for offering a $500 bribe.
Dong, manager of Syarikat Kejuruteraan Indah, couldn't wait to collect his $28,870 due to him from the Government Electrical Services Maintenance Unit and constantly pursued an official, Haji Azlan bin Haji Abdul Manaf for his money soon after he put in his claim, DPP Hajah Anifa Rafiza told the court.
The money was due to him for lighting work he did for the ITB building. When there was no sight of the cash Dong checked with the Electrical Department headquarters whether Haji Azalan had really forwarded the claim to them. He was told it was not.
Dong, upon hearing this returned to Haji Azlan and pushed $500 in a white envelope whispering something although Haji Azalan insisted that he had sent the claim over.
Haji Azlan refused to take the money and gave chase to Dong who quickly disappeared through the main door.
Haji Azlan left the money on his desk top and had to hurry off soon after for a meeting. On his return the envelope was still there.
He became worried and consulted a friend who advised him to make a report to the Anti-Corruption Bureau and Dong was subsequently arrested.
In court, Dong denied having offered a bribe.
Defence Counsel Rudy Lee following Dong's conviction applied for bail which the prosecution opposed, pointing out Dong's company did not belong to him and he was a Singaporean with his family living there.

MEMBACA KUNCI KEPADA KEMAJUAN DANPEMBANGUNAN BANGSA Oleh Imelda Farrah Zohre HA (Dipetik Dari Media Permata Jumaat, 14 Ogos 2009)
